Nether portal & End portal not working in my server!?

Neither the nether portals or end portals work in my server, everything is pretty much how it should be as I never messed with any of the commands on portals.

Server console reports no errors on startup?
Any errors on console when you walk into a portal that is not working?
Are you using any plugins that alter portal control?
If so, try removing said plugin and trying a portal to see if it works then.
When you say they don't work how exactly are they not working?
Does the portal even form when the blocks are in place?
If the portal does form, are you able to just walk through the formed portal but you're never ported?

 

Make sure the end is enabled in bukkit.yml and the nether in server.properties. It is 'hellworld' in server.properties.
