Solved Ender portal fence?

    Hello fellow developers, today I saw in a server a potal to the nether in the shape of a single fence, it was like when you place one wooden fence for instance it becomes like tht. Soo I wonder code side, how is that possible? (I was not using recource pack or anything)

    new ItemStack(Material.PORTAL, 1, (short) 3)
    That would get the item stack.
    You can also set a block to the portal material and set the data to 3
