Sooo... you are trying to play a sound. Bukkit and the minecraft client are not capable of playing custom sounds. may I see your plugin.yml?
I agree. There is too much room for abuse with a upvote/downvote system everyone uses, amount of servers using the plugin is a much better idea.

this isn't a run.bat for a server, it's a run.bat for a java program (in this case Chunkster)
