4th of July Plugin?

I know, it's way to late to ask, but after seeing a load of fireworks display, and trying to make them in my server the past few days, I was wondering anyone could make a 4th of July plugin like the 4th of July Mod?

If anyone could do this for me it would greatly be appreciated, I'd do it myself but I don't know coding!

Also, I know it his probably impossible, but if it is possible, could you make it so users don't have to use SpoutCraft? Like I said, probably impossible, if it is, don't sweat it, I'll still be grateful! Anyways, Happy 4th of July and thank you!!!
