A Respawn Time Limit Plugin?

I was wondering if it would be possible to somehow make it so that people could not respawn until say 30 seconds after death. If so, is there a plugin out there like this? I searched and searched but could not find one.

If this isnt possible, is there a plugin that can make players invincible for a few seconds after they respawn?

I really need a plugin like one of those. Any help would be appreciated, thanks!

For the second thing just make a safe zone around spawn that way they cant be hurt etc

I'd kind of like a Ghost Mode plugin kind of like you'd have seen in FPS games like counter-strike or quake 3. You can fly around with no-clip and can't be hurt or seen until you respawn. That'd be kind of cool.

And I do have a safe spawn (using worldedit, safezones are a pain), but I mean faction bases.

I actually had this idea a while back a little ambitious for me, but I love the idea
