Google Chrome is telling me the file looks malicious. May want to look into that.

Note: I am not saying that it is, my antivirus (Antivir Avira) says it's clean.

ive updated my link with a .rar file and i don't get the error anymore -> hope it stays that way

It's weird if i download the pex v1.1.exe from dropbox chrome tells me its can be harmful
but when i use the .exe link from mediafire it just let me download it without any message
(new link -> mediafire)

Mediafire doesn't do any virus scans. Bit.ly does a quick scan to check the file type.
.jar or .exe = Potential virus
.zip or .png, or anything else = Safe.

the bitly now give you a link to mediafire with .exe extension

You can try http://minus.com/ just a suggestion.
