any web control panel with permisions and accounts

    i need this so staff can use a web control panel without geting achess to the console. it should be so they have the same permisions as they have ingame and can chat and when they chat it comes up their ingame name in the chat

    SpaceBukkit? Not sure if it suits your needs, but I knows a free web based control panel.
