No that doesn't work..

So I did realize the problem was the server being down but now the launcher refuses to load any plugins and it's not actually loading the craftbukkit.jar I'm not sure how to fix this and would appreciate some assistance. Whenever I launch the batch file is starts a new world called "world" with a random seed instead of the world we'd already made and transferred into the folder for it to load.

fiddling around with craftbukkit for a hour. cant get it to download the right files.

I'm not quite sure, but there are a few things you should check.
Make sure the launcher is inside your server folder.
If your world is named something different, open up server.properties and change the "world" tag to the name of your world.
If these won't work, pm me with a few more details and I'll see what I can do.

Try restarting your router then. Something else may have mapped itself to the bukkit port and won't shut down, so try restarting the router to clear it out. If that won't work, try using a different port.

I've already restarted it millions of times, and I've tried slamming my keyboard and it doesn't work(to get a random port)

The ip you need to use is "localhost" or "localhost:25565:"

putting plugins in is easy, download them from http://dev.bukkit.org/server-mods/
and place them in the plugins folder in your server folder.
To get maps on the server, copy the map into your server folder and rename it to world.
