Disable Nether?

Is it possible to disable the nether all together? People are creating portals and they appear randomly all over my map.

 

sure, just edit server.properties

 

You can then delete the whole world_nether folder

Keep in mind that Obsidian in the shape of a nether gate, as used by some teleportation-plugins-which-shall-not-be-named, can still be ignited and create the portal. And standing in this will create the wavy portal effect, it just won't teleport you. So it's only an aesthetic problem really.
