If you already port forwarded you router and still doesn't work, try this method out, but keep your router port forwarded. Find a video or another tutorial for port forwarding, now for the fix:

    Legend:
    - *7* = windows 7
    - *8* = windows 8

    1) Goto control panel, then firewall;
    *7*Start > Control Panel > Firewall
*8*WindowsKey+f , type in: Firewall, click on settings catagory, click on Firewall

    2) click Advanced Settings

    3) Goto inbound rules and do the following:

    - New Rule (top right corner)
    - Port
    - TCP : Specific Port = 25565
    - next (DON'T CHANGE ANYTHING)
    - next (DON'T CHANGE ANYTHING)
    - name: Minecraft TCP (optional if you want a comment)
    - finish

Do the same but with some differences:

    - New Rule (top right corner)
    - Port
    - UDP : Specific Port = 25565
    - next (DON'T CHANGE ANYTHING)
    - next (DON'T CHANGE ANYTHING)
    - name: Minecraft UDP (optional if you want a comment)
    - finish

    4) Goto outbound rules and do the same as #3 ^

    5) Find EVERY: Java(TM) Platform SE Binary in INBOUND RULES and right click; Properties; Click ALLOW CONNECTION; ok <--- EVERY ONE OF THEM!!!!!!!

6)Exit out of the rules window and click on: Allow an app or feature through Windows Firewall
7)Find the same Java(TM) Platform SE Binary and click on the Check boxes PUBLIC + PRIVATE
    8) Test out if it worked properly, go on google and type: IPCHICKEN
    9) Click on website, copy the IP and paste it into your minecraft.
    10) Ask a friend to see if they can join your minecraft server
    11) If more help is needed, don't hesitate to contact me by @Twekerpmc on the forums!
