Flint and Steel Permissions

OK. so I noticed more people have this problem.
I also have this problem, I checked my WorldGuard plugin and EssentialsAntiBuild Plugin.
I found lighter/ flint fire/ portal creation, and more. I allowed them all, and people still don't have permission. They don't get a message that they don't have permission but they just can't use it.

Please help
