Your images are loading extremely slow/barely at all, use a better host for such?
Remove Protectionstones, you can build now!

 

Around the world cannot build.
unless set potact potact stone.

All world >>> You can not build.
You have Protect Stone. Yes!!! You can build.

 

Double check your ProtectionStone config.
Double check your WorldGuard config.
Double check your region flags. (If any)

 

I want to keep it that way.

So what is the problem?

If you remove ProtectionStones plugin can you then build where you want?

ProtectionStones Bukkit page says it requires WorldGuard plugin to be installed.

Check the flags on any regions you set.
Also, I assume you are not near spawn when you do this since by default it has basic protection in server.properties.
If you've changed the default values of ANY of your configs I suggest you double check those values.

I created a basic server running all the plugins we've mentioned above and it works fine for me.
Running Craftbukkit-1.7.9, WorldEdit-5.6.3, WorldGuard-5.9, ProtectionStones-1.9i
Near spawn I cannot build, away from spawn I can, when I drop an ore block that area becomes my region. My player is not an op.
* Noticed that ProtectionStones will not work with WorldGuard 6+.

I want a Plugin that disallows to build but if a Lapis Ore is nearby, you are allowed to build.

Lapis Ore it is a protection stone.

set Permissions, build: false
or,
WorldGuard, set use flag for __global__ to deny
Examples,
/region flag __global__ build deny
/region flag __global__ use deny

This would stop users from being able to build in the world until something changes.
Once ProtectionStones creates a region with them as owner they should have privs in their own made region via PStones.
WorldGuard global setting is most likely the solution you are looking for.

Ok I dont get it. You want some custom setup with ProtectStones but don't know how to use the plugins or read their config/setup files.
Try the WorldGuard blacklist maybe.
Hard to figure out exactly what you want since it seems your english is bad.
I've now pointed out ways to pretty much set things up any way possible.
