How would I do this?

    I was checking out different servers to see what gadgets they have in the hub/lobbies. I found this one on Hypixel. How would I be able to create something like this? I don't have any code yet, since I don't know where to begin. Thanks for any help :)

    1. repeating task
    2. random velocity
    3. random dyecolor
    4. apply random dyecolor to wool itemstack
    5. create item drop and set its velocity to the one in 2
    6. profit
