International Caps Lock Day

Hello,

Does or can someone hook me up with a plugin that turns ALL text into caps-lock?
Since its INTERNATIONAL CAPS LOCK DAY today, I want to have some fun on my server.

The commands are:

/caps enable - To enable the plugin
/caps disable - To disable the plugin
