Basically, you want a plugin that can automatically degrade the enchantment to the max that you set? This is what I'm getting out of this and I don't really get what you're looking for.

 

Yes. I want it so the max enchantment is not 4 or 5, as I think its overpowered. I want it to be 3. So if someone gets an Enchant of 4 or 5, when they use the item, it will degrade to Level 3 of what they are using

If you click on his name, you can actually see the last time he logged in which was late last night. No need to keep asking until he has been on. Or you could send him a private message which should email him if he has it set up.
