Thanks to the recently added bukkit enchantment API, I was able to make this plugin. The premise of this plugin is simple. The more you use an item the more your item improves. The plugin is not just limited to that functionality and be used for many number of things. The plugin is hosted on bukkit-dev and the page contains sample configurations and how to use the plugin.
