MyPet Compatible Spells

Suggested name: Admin Tools
What I want: I am looking/wanting a plugin that has a config to create custom spells with customized targeting, with mobs, players and MyPets.

Type of spells I need:
Flat healing amount
Regeneration (healing over time)
Buffs (added attack, added defense, added speed)
Debuffs (lower attack, lower defense, lower speed)
Push (Pushes targets away from you)
Pull (Pulls targets towards you)

In the config: (simplistic example of config layout)
Spell name
Type of spell (healing, regeneration, buffs, debuffs,pull, push,)
Amount for heal, distance, or time
Range of spell
Target (Player, Mob, MyPet)

Ideas for commands: Command to cast spell
/CastSpell (spell name)

Ideas for permissions: none

When I'd like it by: As soon as you can please.

Note: Cooldowns and mana are not a problem, I have another plugin for them.
