Need help for Bukkit server im a begginer

i want to have warps to a creative world and survival world. i want to create a safe zone and i dont know how. I having problem about the permissions because only players that are op can build and have permission to do things. Atleast i want the guest to build things outside in the wild.

which plugins? Which one is better to use group manager or factions?

... Groupmanager gives you permissions. You can't use factions without groupmanager. Permissions are what let you use the commands.

can u give me a list of permissions for groupmanager because i dont know any

groupmanager doesn't have permissions. It is what lets you give the permissions from other plugins to people.

but guest players cant build. why cant i op players? why does mobs disappear when i hit them

remove all your plugins except 1 and keep doing it till ur at the problem plugin
