People cant drop things from inventory

    So i gave someone a book and quill to make a staff application. I dropped it on the floor and they could not pick it up, So i thought is was just a glitch and gave it to him through /invsee (playername). Then once he was finished he tried dropping it and it said he didnt have the permission to drop an item. Can someone please help me out and tell me how to fix it in the permissions?

    I got all of essentials in chest shop lockkete group manager and world edit. Why? tcvs
