You need to look at the forum post wher you got your /ban command from (where you got the plugin), there are quite a few plugins that provide that command. After that you should be able to find the permission nodes in that post or a wiki thats linked from that post.
you did watch this right? Its very helpful. And to what vapid said, its - 'pluginname.ban'. Obviously you replace pluginname with the name of the plugin. If you mean the default commands, all you need is to be op. Just for future reference for anyone coming to this area, you can just do bukkit.command.ban with a .* afterwards if you are using PEx or if it doesn't work for whatever reason. Same with pardon, kick, etc. Saves having to have a bukkit plugin to do exactly what it already built into minecraft
You must be referring to the craftbukkit commands. e.g /ban would be bukkit.command.ban.player http://wiki.bukkit.org/CraftBukkit_commands
