Player JOIN sound

Whenever someone NEW joins the server, the enderdragon roar sound is played. The roar, and not the wings or any other sound. By 'NEW', I mean a player who hasn't joined the server and the 'Welcome' MOTD is displayed. If it's hard or someone doesn't feel like doing that for whatever reason, I am fine with a general joining the game and the sound played.

Hello, I was just wondering if there's a way for the whole server to hear it. It appears to be just the person who joins. Not a big issue, but if you could, many thanks.

 

Everyone in the area should hear it, but you wamt the whole server to hear it, wherever they are?

 

Is it possible? And yes the whole server.
