Players Can Not Talk in Chat

Hello!
I recently modified my PEX permissions file and once I did that, none of my members were able to talk in chat. I'm hoping someone here will know what to do! Here is my permissions: http://pastebin.com/dcnLx0uQ

What does it say when they try to chat? What plugins are you running?

 

It literally says nothing when they chat. Also, I found out that they could use /msg. Also, here is an updated version of my PEX folder: http://pastebin.com/kVUtrAx1

Try removing or disabling the following plugins 1 by 1 until you find which is causing the issue: Questioner, Herochat, EssentialsChat, and TownyChat.
Also, if you have essentials chat, why do you also need herochat?
