[REQ] Block Respawner

Hi,
I am looking for a plugin for my server which will respawn blocks after a given amount of time. What I am hoping this plugin will do, is it will allow you to select a block, and set its respawn time.

I am intending on using this for a mining and woodcutting tutorial where after you break for instance an 'ore'. After a user breaks this block, it will re-appear 5-10 minutes later.

Okay, I'm finished with the plugin, but I'm assuming you want permissions support so not everyone can create respawning blocks. Which permissions do you use, or do you want it just to work with OP?

Permissions 3? PermissionsEx? Ill make it work with permissions 3 for now because I'm guessing you use that.
