[REQ][FORMATTED]MOTDChanger

Suggested name: MOTDChanger

What I want:

I absolutely hate that I have to restart the Server to change the MOTD, that's why I'd like a Plugin that can do this:

- Change MOTD without restarting, just reloading

- Change MOTD inGame

- If it would be possible, even without reloading (optional)
- I am talking about the "SERVER.PROPERTIES MOTD", NOT an InGame MOTD.

Ideas for commands: /motd set <text>

Ideas for the Config File: MOTD

Ideas for permissions: motdchanger.set

When I'd like it by: ASAP

Similar plugin requests: None to my knowledge

This is NOT a Server.Properties MOTD Changer, but just some inGame MOTD Changer.
