/spawn with warm up/cool down times?

    I am trying to find a plugin that only allows the use of /spawn after a certain amount of seconds. I'm not sure if this is already a plugin, or hasn't been made yet, but it would be very useful for my pvp server. I need some help finding this if it is already out there.

    Tested against CB953, Permissions 3.1.6 (optional). Should work with any command you specify in the config.yml. Shouldn't require a server restart, but I recommend it.
