One with NO SUPPORT, and you have to setup yourself, is: kimsufi.com, they offer fair quality, but if you want a really good one (expensive) try limestonenetworks (still have to setup yourself)
I can help you setup these if you'd like.

My favorite VPS provider is Linode. You have to take into account that not all the memory in your OS will be accessible to the Minecraft Server/JVM, since you have an OS running on top of it.

VPSes aren't cheap, and I would say 1 GB of ram for $30 is reasonable if it is a good VPS.

I pay $50 per month for a 1GB Xen VPS running LAMP server and all. Use it to host my forums, never goes above 250mb memory usage and never goes above 3-5% CPU usage unless I'm taking backups. Note, the high price is due to the excellent network, fully managed, plus the great hardware firewalls/routers.

Honestly, all shared hosting is mostly trash. They can startoff either horribly or startoff good, but later hit you with "high cpu use" or "high memory use" account bans. Load of crap if you ask me.

VPS gives you full control and is usually FAR more powerful than an overloaded shared hosting node. Just make sure you are good with managing a Linux operating system.........if not, then DEFINITELY go with shared hosting, since there is tons of issues that could open with security.
