Why does this happen??

So whenever I try to download a craftbukkit version it brings me to the page where cloudflare or whatever it is called is checking my browser, okay I can deal with that. So it takes 15mins and doesn't do do anything then times out. What the heck. I try this a few more times and same result. I deleted my history to see if a site I had been on did something, I scanned my computer and its fine. What the heck what is going on I even used different browsers, Google Chrome and Firefox.
