Fantasy/Roleplay Server Plugins

I am in the process of creating a server that focuses on role playing in a fantasy like world. The concept behind the server is a server for the players by the players. Unfortunately my plugin developers have decided to leave the project and I do not have the skill set to create plugins or configure the more advanced plugins. What I am looking for is a user friendly chat plugin that is used for roleplay, a roll plugin that is effected by the players character (Age, experience in said task, class, race, ect), a race plugin that effects pvp, a teleportation system that activates when a player steps into a certain location (cart or ship) but also has a wait time on it, and a grouping plugin to distinguish staff from player and can distribute permissions.
